The first Training Course on Information Technology Application for Developing Countries in 2012, sponsored by Ministry of Commerce and organized by CIFAL Shanghai International Training Center (hereinafter referred to as CIFAL Shanghai), began in Shanghai Kaibo Hotel on 12th April with serious preparation and well planning by the CIFAL Shanghai’s staffs. The opening ceremony was held in the conference room of the Kaibo Hotel.
      
Mr. Zhiqing Shao, deputy director of Shanghai Municipal Commission of Economy and Informatization, Mr. Qi Sang, the deputy secretary general of Shanghai Municipal Commission of Commerce, and Mr. Gengxiang Wang, the director of CIFAL Shanghai, attended and made a speech on the opening ceremony. They congratulated the successful term begins, and warmly welcome the 37 students from 21 developing countries and areas in Asia, Africa, Europe and Latin America. They sincerely wish the training course achieve complete success, and all the participants enjoy the life and study in Shanghai, and obtain the learning outcomes.

The training course will last for 2 months. The topic of the course is "Information Technology Application", based on which the participants will expand their thoughts and widen their views through the theory study, lecture, case study and visits, so as to learn more about the knowledge of “informatization development” and “information technology application”, keep updating about the newest information technology application in the world, know about the professional knowledge and technique solution of information technology application, share the great achievements of information technology application in China in plus.

Dr. Soobron Mahen, the project manager of Central Informatics’ Bureau, Ministry of ICT in Mauritius, made a speech on behalf of all the participants during the opening ceremony. He presented his gratitude about the opportunity offered by the Chinese government for developing countries and regions to study in this course, and he expressed his expectation to value the opportunity, study hard, make friends with each other and get good marks, so as to contribute to the promotion of information technology application level in developing countries and regions.
